ہمارے پاس فارن کرنسی کے ذخائر تقریباً 3 ارب ڈالرز کے باقی ہیں، ہمارے پاس اس کے سوا کوئی چارہ نہیں کہ ہم آئی ایم ایف کے پروگرام پر عملدرآمد کریں.. آئی ایم ایف کی بنیادی شرط یہ ہے کہ ہم اپنا فسکل کیپ بتائیں، ہم نے جب بجٹ پیش کیا تو وعدہ کیا تھا کہ بنیادی خسارہ کو سرپلس کریں گے، 152 بلین روپے کا ٹارگٹ رکھا گیا تھا۔اب بنیادی خسارہ 1.2 کھرب ہے، جس میں سے 4 سے 5 ارب روپیہ ہم سیلاب کے اخراجات کی مد میں مانگ رہے ہیں، باقی 800 ارب روپے کا گیپ ہے جسے کور کرنے کیلئے یا تو آپ کو اپنے اخراجات میں کمی کرنی پڑے گی یا نئے ٹیکس لگانے پڑیں گے۔پاور سیکٹر کیلئے ایک سرکولر ڈیٹ مینجمنٹ پلان دیا، اگر ہم سات روپے ٹیرف میں بڑھائیں تو اس میں 675 ارب روپے کی اضافی سبسڈی ہے، آئی ایم ایف اس پر نہیں مان رہا۔ وہ کہتے ہیں کہ سبسڈی کم کریں اور ٹیرف میں 12 سے 13 روپے اضافے کا مطالبہ کر رہے ہیں۔ہمارے پیٹرولیم ڈیولپمنٹ لیوی (پی ڈی ایل) پر بھی شارٹ فال ہے، ہم پیٹرول پر پی ڈی ایل 50 روپے کرچکے ہیں، ڈیزل پر چالیس روپے ہے، یا تو ہم 10 روپے کے اس گیپ پر ہم پی ڈی ایل لگائیں، یا پیٹرولیم مصنوعات پر صفر جنرل سیلز ٹیکس کو 17 فیصد کریں، یا ہر چیز پر عائد 17 فیصد جی ایس ٹی کو بڑھا کر 18 فیصد کردیں، اس کا فیصلہ حکومت نے کرنا ہے۔اس کے علاوہ گیس ٹیرف ہے، اوگرا ٹیرف میں 74 فیصد اضافے کا کہہ چکا ہے، حکومت چاہتی ہے کہ 300 یونٹس تک بجلی استعمال کرنے والے صارفین کیلئے قیمت نہ بڑھے، آئی ایم ایف کہہ رہا ہے اسے 200 یونٹس تک کریں۔ہمارا مسئلہ یہ ہے کہ ڈالرز ہمارے پاس نہیں ہیں، اگر آئی ایم ایف پروگرام نہیں ہوا تو ڈیفالٹ ہمارے دروازے پر کھڑا ہوگا۔آئی ایم ایف کا پروگرام اگر ہم لاگو کریں تو اس وقت 27.6 فیصد مہنگائی ہے جو بڑھ کر 30، 35 یا 40 فیصد تک جاسکتی ہے، لیکن نہیں کیا تو اس کی کوئی حد نہیں ہوگی۔ہمارے تین بڑے اخراجات ہیں ایک دفاع، دوسرا ترقیاتی کام اور تیسرا حکومتی امور، پنشنز اور سبسڈیز ہیں۔سبسڈیز کو کم کریں تو ٹیرف پر بوجھ پڑے گا، ترقیاتی کاموں کو دیکھیں تو پہلے ہی سیلاب سے تباہی ہے، دفاعی بجٹ چھیڑنا حکومت کیلئے سیاسی طور پر بڑا مشکل ہے، لیکن غیر محارب اخراجات میں تو کمی کی جاسکتی ہے۔ ہمارے پاس دو ارب ڈالرز آئی ایم ایف سے آبھی جاتے ہیں تو ہمارے ذخائر اس وقت 3.1 بلین ڈالرز ہیں، ہوگئے پانچ ارب ڈالرز۔ آپ کا ایک مہینے کا امپورٹ بل 3 ارب ڈالر ہے، صرف کراچی میں آپ کو دو ارب ڈالراز کی ایل سیز کی ادائیگیاں کرکے مال ریلیز کرانا ہے، بینکنگ سیکٹر میں جن لوگوں نے سرمایہ کاری کی ہے ان کے پیسے آپ نے روکے ہوئے ہیں، شیخوں کے پیسے آپ نہیں دے رہے اگر وہ جاتے ہیں تو آپ نے ویسے ہی ڈیفالٹ کرجانا ہے۔معاشی صورتِ حال کو بہتر بنانے کے لیے برآمدات بڑھانی ہیں، ہمیں طویل مدتی پالیسیاں بنانی پڑیں گی
